Any software compatible with ADBOOK 7.0 should be able to open the file. It is recommended to use the program itself or any other software designed to work with ADBOOK 7.0.
My Address Book 7.0 worked when I first upgraded to Microsoft 10, now it doesn't work. Microsoft says it will let me know if it can be fixed. Still waiting.

I don't think Microsoft will let you know when it will work. The software needs testing and adjusting and this can be deployed through an Update, but since it's impossible to check details about Windows 10 updates, I highly doubt they will work on it.
Try removing the software, then reinstall it and right click the executable file. Go to Properties > Compatibility and change the compatibility with an older version of Windows and if you say it worked in the past, then it should work now as well.
You can email the entire Address Book, but to be able to do that you will either have to use File > Save as and send the generated file or the Export function if it has one. The Export function should be found in the same File menu. Since the database contains only text, you will have the possibility of emailing it using any email service available for users.
Windows 8 is not a supported OS for this application. In fact, the application has issues with Windows 7. It does not install correctly and there are compatibility issues. Bottom line, you cannot have full functionality in Windows 8 for Address Book.
Yes, you can import files from previous version but before doing that make sure that when you use the Export function to properly select all the fields and the output file format is set to CSV.
